The DoD Facilities Pricing Guide is evolving into a more comprehensive reference for facility planning, investment, and
analysis needs. This version of the Guide includes new reference information organized into two sections:
Part 1 provides the complete DoD Real Property Classification System (RPCS) for categorizing defense real property
and facilities. It also provides unit cost factors associated with the RPCS for sustainment and construction to be used in
the DoD Facilities Sustainment Model and the Facilities Recapitalization Metric. These cost factors are intended for
macro-level analysis and planning and are generally not suitable for individual facilities or projects.
Part 2 provides unit cost data and related adjustment factors for selected DoD facility types and is intended for use in
developing project-level estimates and preparing MILCON project documentation (DD Forms 1391).
Many of the construction cost factors in Part 1 of the Guide are derived from corresponding unit costs found in Part 2.
Nonetheless, Part 1 construction cost factors may differ slightly from those in Part 2 due to the following reasons:
Facility Analysis Categories (FACs) that form the basis of Part 1 cost factors differ from Primary Facility Unit
categories that are the basis of the Part 2 cost factors. FACs may be a composite of Primary Facility Unit categories
and other sources.
Part 1 cost factors are based upon the reported average DoD facility size or an established benchmark, as annotated in
the description column for each FAC. This may differ from the reference size for Part 2 cost factors.
Part 1 cost factors are expressed in current year (FY04) dollars; part 2 cost factors are expressed in FY06 and FY07

Pricing Guide. The proponent welcomes any recommendations from users toward improving the usefulness of this reference.
