SCA. The certification process is most effective and
least complicated when:
a) The applicant designates a single, knowledgeable

Standard DOD Syntax Summary. This document utilizes
standard DOD syntax regarding permissive, advisory, and mandatory
language. Intended word meanings are as follows:
a) "Must" has been used only when application of a
procedure is mandatory.
b) "Should" has been used only when application of a
procedure is recommended.
c) "May" and "need not" have been used only when
application of a procedure is discretionary.
d) "Will" has been used only to indicate futurity. It
is never to indicate any degree of requirement for application of
