OCONUS construction may comply with additional requirements
based on location. The lead agency for Japan is the Army Corps of
Engineers, who serve as project coordinators between the
Government of Japan (GOJ) and the U.S. Government (USG.)
Facilities located in Hawaii will comply with CONUS requirements.
