Safety Zone
A terrorist vehicle could explode inside the contained area of the ECF. Consider the
effects an explosion may have on nearby personnel, buildings, or assets. The safety
zone extends from the passive and active barriers in all directions to protect installation
personnel from an explosion at the vehicle barricade (Securing U.S. Army Site Access
Points). Determine the acceptable standoff distance or safety zone by the expected
weight of the explosive charge and the facility or asset to be protected. Another
consideration in the development of the safety zone is any exclusion zones, which may
be required to minimize radiation exposure from x-ray, gamma ray, or similar inspection
equipment. Exclusion zones are discussed in Chapter 7.
UFC 4-022-02 provides a thorough discussion of determining the proper
standoff distances associated with planning of vehicle barriers. Based on the assumed
explosive weight, injury levels can be predicted based on distance from the explosion.
The user must make decisions based on the risk involved and the probability that an
incident would take place. Consider high value assets such as mission critical, high
profile facilities or facilities close to the ECF with a high concentration of personnel as
high risk. If an adequate safety zone or standoff distance cannot be achieved to
produce acceptable damage and injury levels, evaluate other alternatives or the
decision must be made to accept additional risk.
