ENVIRONMENTAL COMPLIANCE. Environmental compliance is a
facility's or project's status with respect to a wide variety of federal, state, and
local environmental regulations in existence to protect our environment.
Environmental compliance involves aspects that affect the operation of a project,
such as:
Wastewater discharge
Noise abatement
Air quality attainment
Hazardous waste (HW) and hazardous materials (HAZMAT)
management

Environmental Regulations. Environmental regulations have
increased exponentially in recent years due to a growing concern about the
environment. All shore activities are now regulated by a number of federal, state,
regional, and local agencies. Thus, compliance to all of the applicable regulations
for a particular project can vary greatly depending on the project's nature and
location.
Navy policies on environmental compliance are contained in
OPNAVINST 5090.1. Although this instruction generally addresses the
responsibilities of the facility's Commanding Officer and higher agencies, it
should be reviewed for general policy and reference by all project personnel.
OPNAVINST 5090.1 contains information on specific environmental topics
including:
Management of ozone-depleting substances
Clean air ashore
Clean water ashore
Drinking water and water conservation
Oil and hazardous substances contingency planning
PCB management
Pesticide compliance
Noise prevention
Natural resources management
