Description of Change: UFC 4-740-20, LIBRARIES represents an effort to bring
uniformity to the planning, design and construction of general libraries. This UFC
contains extensive modifications in the following areas:
The document requires the use of the latest building codes
New military requirements were incorporated and improved references to
other documents were identified for energy conservation and antiterrorism
standards
Core functional areas were expanded to identify functions in current library
operations and the expanding use of technologies to provide access to
information 24/7
Included extensive diagrams of functional relationships
Reasons for Change: The existing guidance was inadequate for the following
reasons:
Previous document was over 20 years old
Need to convert to UFC format
Incorporation of changes described above
Update to referenced documents
Impact: The following direct benefits will result from the update of 4-740-20,
LIBRARIES:
Single, comprehensive, up-to-date criteria document exists to cover
design of general libraries.
Eliminates misinterpretation and ambiguities that could lead to design and
construction conflicts.
Facilitates updates and revisions and promotes agreement and uniformity
of design and construction on installations.
