2.13.2.2 Outside U.S.A. At facilities in other countries,
consult appropriate service environmental directives, DODD
Overseas Environmental Baseline Guidance Doctrine, and for
Navy, OPNAVINST 5090.1.
2.13.3
Transfer of Fuel at Ports
2.13.3.1 Bulk Transfer. Compliance with 33 CFR Part 154 is
required for each fixed facility capable of transferring fuel
in bulk to or from a vessel with a capacity of 10,500 gallons
(39 700 L) or more. These facilities are required to have an
operations manual approved by the Captain of the Port. In the
operations manual, include the requirement for the following
systems:
a) Hose assemblies
b) Loading arms
c) Closure devices
d) Monitoring devices
e) Small discharge containment
f) Discharge removal
g) Discharge containment equipment
h) Emergency shutdown
j) Lighting
2.13.3.2 Vapor Collection. For facilities that collect vapor
from vessel cargo tanks, ensure that the requirements of 40
CFR Part 60 for the following items are met:
