using the appropriate factors as published by OSD.
Sustainment Cost Factor (SCF)
.62/SY, the sustainment factor was calculated from data provided by numerous commercial
ports with large shipping capacity and thru-put. Calculated value was compared to the data published in
NAVAUDSVC P-7520.1, "Standardizing Pier Construction for Deep Draft/Power Intensive Ships" and
was found to contact a greater number of data points.
