of Transportation, inflated to FY04 $ using the appropriate OSD published inflation rates. The CCF
represents a split between asphalt (7/8) and concrete (1/8) road surfaces.
Sustainment Cost Factor (SCF)

Service's assets. Change in source was based upon the fact that DoD's performance should be no worse
