c. Pedestrian Circulation. The site design for the new UEPH facilities should foster a "Campus Like"
environment for the soldiers. An important piece of that design is the placement of pedestrian walkways.
Pedestrian walkways should provide a convenient path between adjacent facilities and must connect the
facilities to the appropriate parking areas. New pedestrian walkways shall represent an extension of the
existing adjacent walkways as applicable.
