The using service for individual MCA projects is
a.
1-5 Responsibilities
defined in AR 415-10 and its responsibilities are outlined
in AR 415-20. The using service is responsible for:
Establishment of specific project functional require-

ments within the parameters, contained in this guide.
Justification of functional requirements
falling
out-
(2)
side the parameters of this guide.
Obtaining installation action to gain site approval if
(3)
the project is not sited in accordance with the
approved master plan.
Preparation and submission of project data, DD Form
(4)
1391 in accordance with AR 415-15.
Preparation and submission of the project develop-
(5)
ment brochure required by AR 415-20.
Review and approval of concept design drawings to
(6)
certify compliance with functional requirements.
b.
The Corps of Engineers field office responsible for
design will insure that:
Functional requirements of the using service are in-
(1)
corporated into the design.
Requirements of the using service are in accordance
(2)
with the criteria contained herein.
Major deviations from this guide as requested by the
(3)
using service are explained in the project design
analysis.
Quality standards for overall design are emphasized
(4)
as stated herein.
(5) Assemblage of user information is complete, and is
provided, together with the completion records
required by AR 415-10, to the using service.
